Human Resource and Change Management Consultant, to provide advisory services, for the establishment of the Office of the Water Resources Management (OWRM) at the Ministry of Public Utilities The Consultant’s primary objective will be to provide sound, technical strategic human resource and change management expertise to support the MPU with respect to talent acquisition for the OWRM for the effective management of the country’s water resources.

The Ministry of Public Utilities hereby invites Proposals for Design, Procurement, Installation, Commissioning, Training and Maintenance of the 250kW Solar Photovoltaic (PV) system at the Five Rivers Secondary School.

The General Objective of this Consultancy is to develop a Climate Change and Disaster Risk Management Plan and corresponding Implementation Strategy, which will include actions to prevent the materialization of climate and disaster risks and to effectively and efficiently respond to disasters linked to a hydrometeorological hazard. The duration of the assignment is approximately ten (10) months.

The Attorney-at-Law Consultant will be required to develop the legal and regulatory framework to facilitate the movement of water resources management functions from within the Water and Sewage Authority of Trinidad and Tobago (WASA) into the Office of Water Resource Management (OWRM), a unit within the MPU with economic regulatory oversight by the Regulated Industries Commission (RIC).

The Government of the Republic of Trinidad and Tobago has received financing from the Inter-American Development Bank (IDB), towards the cost of the Trinidad and Tobago National Water Sector Transformation Program. The Ministry of Public Utilities (MPU), the executing agency of the Borrower, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for each of the consultancies identified below.
